Sync control panel
The per-connector sync control panel adds a settings page at /connectors/{id} with the connector kill switch, per-writeback-kind toggles, a manual Sync-Now button, and recent sync history. Defaults to off so the surface only appears for tenants who have been opted in.

Opt this tenant in to the new per-connector settings page.
Sync control panel is disabled.
When enabled, a Settings link appears on each connector card and a Sync control entry shows up in the left rail. OAuth-only installs (no legacy credentials row) cannot reach the panel today — that surface needs a separate fix.
